Active Labour Market Policies
Specification
1(a) £746,671
The aim of this specification is to address long-term unemployment (defined
as over 6 months for under 25 year olds, and over 12 months for over 25
year olds) in the East of Essex. The target group for this specification
is people with mental health issues, people with learning difficulties,
people with physical or sensory impairments, or other significant disadvantage,
and disabled people undertaking higher level qualifications (NVQ level
3 or above).

Specification
1(b) £746,671
The aim of this specification is to address long-term unemployment (defined
as over 6 months for under 25 year olds, and over 12 months for over
25 year olds) in Mid Essex. The target group for this specification is
people with mental health issues, people with learning difficulties,
people with physical or sensory impairments, or other significant disadvantage,
and disabled people undertaking higher level qualifications (NVQ level
3 or above).

Specification 2 - £805,772
The aim of this specification is to address social exclusion and multiple
disadvantage of young people from age 13 in danger of becoming NEET (not
in education, employment or training). A specialist employment advisor
should work at each of the following schools:
> The Edith Borthwick School, Bocking
> The Windsor School, Clacton-on-Sea
> Glenwood School, Benfleet
> Harlow Fields School, Harlow
> Oak View School, Loughton
> Pioneer School, Basildon
Two advisors should work at the following four schools, one advisor at each pair of schools:
> Lexden Springs School, Colchester & Market
Fields School, Elmstead Market
> The Hayward School, Chelmsford & Woodlands School, Chelmsford

Specification 3(d) £123,302
The aim of this specification is to widen the participation in lifelong
learning of economically inactive and employed people in West Essex.
The target group for this specification is people with mental health
issues, and people with physical or sensory impairments, or other significant
disadvantage.

Specification 3(h) £200,000
The aim of this specification is to widen the participation in lifelong
learning of economically inactive and employed people through supported
distance learning for people working or volunteering in early years,
childcare or play work settings in rural areas. 4 programmes should be
offered, each for 20 people in Uttlesford, Harwich, Walton and the Tendring
Peninsula.

Adaptability and Entrepreneurship
Specification 4(b) £220,000

ExDRA is seeking to fund the establishment of a new social enterprise to offer employment and training opportunities primarily to disabled people but also to other significantly disadvantaged people who suffer disproportionately from specific barriers to employment and training. This social enterprise should contribute to the environmental sustainability of Essex and tackle the barriers of transport and rural isolation in innovative and effective ways. The programme should be open to people irrespective of their location in Essex and must also be open to people from all impairment groups.
Applicants should show that their proposal is well researched and that it will meet Essex market needs in respect of its business whilst also meeting the needs of the programme members. It is especially important that applicants demonstrate that the enterprise will be sustainable beyond funding from ESF. The Enterprise should be run (although not necessarily delivered from) any or all of the Clacton, Harwich or Basildon Enterprise Centres where they will be assisted to get established by a Business Link for Essex Social Enterprise Start Up Consultant. ExDRA is seeking to enhance existing provision for disabled and other significantly
disadvantaged women in East Essex. Programmes should offer vocational training
and development relevant to labour market needs, they should develop entrepreneurship
and offer skills training in non-traditional occupations.
